Which character breakfast has Pooh?

There are several characters walking around with either no pants or naked!

Donald Duck doesn't wear pants either.

Eeyore, Pluto, Raffiki, Timon, Stitch, Baloo, etc...are naked!!!!

I know of CP all meals and 1900 Breakfast. Also, he is at the Tent and he's been seen in Toontown and at MGM and on the bus at Epcot.

Your best bet is to dine at the Garden Grill for lunch or dinner at Epcot. Its excellent there. You have Mickey Mouse, Chip, Dale and Pluto. Chip and Dale are fully clothed but Pluto only has a collar. Is it only Pooh?
