We buy in the US. I think you can buy off the Disney website, but not sure if they can be used at WDW.

Gift cards bought in Canada cannot be used at WDW/DL nor on DCL (at least not that I'm aware of) -so we always cross the border to buy.

Oh I didn't know that, I just assumed Disney cards purchased in Canada could be used at DL etc. Good thing I asked! Guess I'll just add gift cards to my shopping list when I cross the border to do my grocery shops (which isn't as often these days).
