Can they be activated at the resorts? If not, where at Epcot can they be activated? Thanks!

Any ticket booth or guest relations. Sometimes club level can activate them but I don't trust them, stop at a ticket booth.

Hmm, that covers a lot of territory. It is no longer next to the Co-Op, if that's where you're thinking. It is now located near the center of the Springs area in a standalone building, east of D-Luxe Burger.
