Where is willcall?

Sorry for the stupid question. I feel like I should know this but I have always had tickets mailed to me.
My Florida friend bought a ticket to be picked up at will call.
All the park entrances have a will call?
What about resorts?

Will call tickets can be picked up at any theme park ticket booth (including water parks), and guest relations office even at Disney Springs, and any resort concierge. Basically any place that deals with tickets.

That depends on the kind of ticket.

The resort concierge cannot handle any Annual Passes, but they CAN handle Magic Your Way ticket orders,
and any will call tickets ordered to events
like Hoop-Dee-Doo at Ft. Wilderness and the Spirit of Aloha luau at the Poly.

Not will call tickets. They can do regular (non will call tickets) and all the others you mention.
