It's off to the side at the start of NYC streets in DHS. (Near Sci Fi Drive In.)
I think I have seen those cookies elsewhere too. Seems like GOofy's Candy Kitchen at DTD had them.

Exactly, it is located in an odd sector of Hollywood studios. Its on a corner before you venture into NYC so keep your eye out. Pretty much as soon as you take a right past Sci-Fi be ready for it on your right.

Minnie Cooper is exactly correct. As you are walking past AIE where the contestants go to do their auditions, it is just around the corner from there. Writer's stop have huge chocolate chip cookies (my DDs love) and really good muffins, eventhough you were originally asking about the carrot cake cookies. We happened upon this one morning this past December when we found out ABC Commissary did not serve breakfast anymore, so we asked the CMs at AIE where would be the best place for pastries/coffee. They pointed us in the right direction . We have it planned to go back there when we are in DHS in March.
