I don't think it is concrete but it is an animal statue in Epcot.

I was wondering if you'd identify the unbrellas from the post on Theme Parks...Show me a Picture of...someone posted the photo today in answer to your request for a pig! The umbrellas are from the eating area for the Yorkshire County Fish Shop.
