That appears to be a balcony at OKW. Actually, if I were to guess, it appears to possibly be across from the Hospitality House.

Almost totally correct! It is OKW just not from the Hospitality house. It's looking toward the Hospitality house. Great job!

Well, this is the closest so far, but a little bit broad. I will say there is info in the picture other than the flower and fence that should help with the location.

Vero Beach?

I think Doc is correct and it's Vero Beach. The color of the roofs in the background matches VB roofs, and the tall (out of focus) 'spire' at the far left looks like one of the tall lightning rods all over the VB roofs.

The fence appears to be plastic, rather than wood, which would make sense for a seashore environment.

The only other possibility might be SSR which has a similar color roof.
