Where do yo get the AP activated?

Hi. Where do you get the AP activated? I know it's at guest services, but isn't that inside the park? Do they let you through the turnstiles once with the vouchers?

There are guest services booths outside of each park (including the International Gateway at Epcot), at the Ticket and Transportation center, and at Downtown Disney.
