It's a Quest Kiosk, sold for 30,000 credits in the Inner Space Store in
Tomorrowland. However, you can only access this store now after completing
the Space Magic quest, which starts in the Space Mountain Quest Deck
room. (Click the console on the second level to get the Quest.)
It says you need a Car Magic pin to do this, but you don't. Where one
task asks you to earn 10-15 credits with the car, you can sell items
in your inventory to complete the task. You will need to have completed
the Dive Magic quest first, though (Captains Quest Quarters room to start).
I know, it sounds very complicated, doesn't it?
Once you have Space Magic, you have to enter the Inner Space room
through the Quest Deck entrance (look for the empty space suits, and
walk through to the next room.
When you're on the loading platform, activate the magic and click yourself
into space. Then move your cursor near the Inner Space Shrinking
Machine, and when you see the "exit" icon, you can click it to get to
the next room. That room has a rocket ship, and the open doorway
gets you into the shop. Whew.
