Disney Stores around the US still sell both Disney Dollars and the new Disney universal gift card.
You can also get Disney Dollars at Guest Relations at Disney resorts and theme parks, and by calling WDW Mail Order at (407) 363-6200.
Disney Dollars are used exactly like cash at any Disney-owned venue in WDW and DLR, and can even be used to buy stuff at Disney Stores.
The new
universal Disney gift card was released a few months ago. It is a reloadable gift card, very similar to those you might get at
WalMart (you have to start it with a minimum balance of $5 but afterward can add money in any increment, no fees involved).
The card is good at any Disney-owned venue in WDW, DLR that have card readers (a few drink carts don't have credit cards), and the Disney Stores, and can also be used at DisneyShopping.com for online purchases.
The gift card system is still quite new, so although it can be used at Disney resort gift shops and food courts, it cannot be used yet to pay your resort balance; this capability is expected to be in place by the end of 2006.

The best part about the gift card is that if you lose it, you can get it replaced free of charge as long as you have your original purchase reciept (not a reloading reciept, you need the original purchase reciept).
