When will they take CL requests again?

Does anyone know when they will start taking CL requests again, and starts sending out the questionaires to applicants? I keep trying, to no avail.

March 1st??? does that mean I will either get my reject notice by then or will magically become a CL. I am sure a lot of you are asking the same question. Oh well if i become one that would be nice but if I do not get to be one that would be nice too.
