When do you pay for parking at the hotels? At check-in? Check out? Or, do you really have to physically check out at the Universal hotels?

It will be added to your bill at check-out. You don't have to physically check out.

No. You have to go through a gate to get into the parking lot. You can't get out of the gate without a room key or some sort of ticket. Anybody in there has to pay to get out of there.
