When to make ressies for restaurants

We will be at Universal on Oct. 24 and would like to eat lunch at US and dinner at City Walk (is it free to go to CityWalk).
When can I make my ressies?

CW is free....kind of like Downtown Disney....only I think DTD is more shopping than eating and CW is more eating than shopping. Apparently, esp. the time of year you're goin', you can make your res right before you go, or when you get there, or even that morning. It's not too crowded ... from what I understand.
