May is usually the best of the two choices as long as you don't go around Memorial Day weekend. Check your dates since there are two private hard ticket events which will close both parks early on those weekends. Mardi Gras concerts and parade extend into May this year and those are included in the park admission.

With Diagon Alley opening this summer at the Studios, this will be the last year it's going to be slow at any time...enjoy it while you can.
