when to go?

We hope to take a west coast tour and spend about 5 days around anaheim... to do Disney and Universal etc as well as san francisco, LA, Vegas etc etc

the times we can go are between 16th March - 20th April (not the whole time)

or July or August- we want to spend two to three weeks away...

Which would be the best times in terms of weather and crowds?

Both of the times you mentioned are going to be busy, March-April is prime spring break time and the summer well, it's peak. Both times are fine usually in terms of weather. There are some stickied threads at the top of this forum by Hydroguy that can give you a better idea of what to expect.
