When time do characters appear?

I have seen this on Steve's WDW Entertaintment guide site about character apperances in Epcot:

Daily, intermittently from 12:30pm to 5:55pm

Do the times become more specific when we arrive?

They just added a new character meet and greet area at Innovations West, as you head throught the breezeway towards the Land Pavillion.
