When making ADRs, count infant?

This may seem like an obvious to ya'll, but I don't want to mess up our number for ADRs.

We will have an infant with us this year, so do I count our baby when making the ADRs or just count the people who will actually need a chair? I don't want us to be crowded but I also don't want to take up a bigger table than we need to.

Count the infant - otherwise there won't be room at the table for the highchair.
 
You need to include everyone who will be at the table regardless of how young they are because of safety and fire code regulations.
 
Even if the infant doesn't need a highchair and will be seated on a parent's lap, you must count them in the reservation.
