When does USF usually increase prices

I am going in September for HHN. I was going to buy the 2 day park to park tickets with HHN add on!! Can I buy the park tickets now and then get the discounted "add on" rate when i get there since I have the tickets already, or will they not do that?

Yes, you can be a HHN add on to tickets you already have. You just need to do it at the park. You can't buy them in advance. You could also, buy the 2 day + 1 day free ticket that doesn't expire from Undercover tourist that doesn't expire now. Then upgrade it to a power pass in September for whatever the difference in cost is between gate price for a 3 day and a power pass. Then get the Annual Pass discount for HHN tickets. Since your going early in the season, the AP discount may be enough better than the add on Discount. In 2014 the AP discount for the first 3 weeks of Fridays was $53 and $47 for the first 3 Saturdays (Compared with $39 and $23 for the addon tickets). Right now, upgrading that 2 day + 1 free ticket only costs $9. But if AP prices change between now and then it could be different. So, Power Pass + HHN AP Discount would be cheaper.

in past years you can buy the discounted add on hhn tickets by showing your day ticket at guest services.

or if you order your day park tickets directly thru UO, they can look up your past order number when you want to purchase the add on HHN tickets.
