When does the "Year" of a million dreams end?

Does it end on Oct 1. 2008? A friend mentioned this is when disney originally opened and can be when they begin and end promotions like this.

We will be there in Oct and I was hoping for a chance at a Dream....

December 31,2008. They started it in October 06, but it will finish out the year, so you still have a chance!

Can you use the Year of a Million Dreams refillable mugs through December? Bought in November and used them in March also. Going back in Nov.
