When does the on-line reserve system cancelled reserves become available?

Long story short, I'm truying to help a friend who is going to WDW for the first time, and she is having a difficult time getting any character dining 9 o.k. so one was available at 9 p.m., but with a small kid, that doesn't work).

My question is when someone calls to cancel a dining reserve orcancels on-line, when does that time become available for the on-line system. I know if I call, the dining dept would show it, but calling 5 times everyday isn't an option, so will the reserve that someone cancels become available in the on-line system immediately, or does it happen the day day.

I thought it was immediately but I could be wrong. When is her trip? Jus tlike her, many with small kids want the am time so they make the reservations 180 days in advance. When you search, I would do a search for all restaurants at a certain time and see what comes up. Don't forget Garden Grove at the Swan. If is reasonable priced and usually easy to get reservations.
