When does Cabana's open for lunch on embarkation?

We will be on the Fantasy. The last time I cruised on Disney we had to wait for Cabana's to open. Does anyone know when they open? I'm wondering if I should make the dining changes first. Our boarding groups are 2 and 9.

Yes it is 12 sometimes so if you get on before that say 11:45 you have to wait for it or any lunch place to open.
