When do they start enforcing the no blankets on MS rule?

While sitting in the porch on Main Street last Sunday around 3:30, I noticed two blankets and three strollers holding substantial MS parade real estate (pic below). I saw a number of CMs pass by without saying a word. Just curious: how long before a parade do they begin to enforce the new no-blanket-space-holidng policy on MS? The parade was scheduled to start in about an hour. It felt like they were claiming far too much space and I wondered why the rule wasn't being explained. Seems like it would be kindest to tell a family earlier rather than later that they can't do what they were doing. Am I missing something?

As starshine514 said, the Times Guide is vague in that it says that guests may not begin to wait for the parade until the "viewing area has been established", which most have taken to mean they've put up the ropes. So, given that the ropes are up in the photo, that's probably why the CMs are allowing guests to wait for the parade. There isn't anything that says "no unattended blankets" on the Times Guide, but I did think they were trying to cut down on unattended blankets.
 
As long as there are other good places to sit, I wouldn't worry about the blanket. However if that was the only curb space available and no one was physically there, I would fold the blanket on the stroller and sit on the curb.

Just curious, how far in advance of parade time was this?
 
Soundsational doesn't typically have trouble with viewing filling up way in advance, so I don't know if anyone really cares.

The MSEP is the one where viewing is a problem, and they haven't even really been enforcing the supposed "no blanket saving" policy with that one. I think they would need way more Main Street CMs to actually make it happen.
 
At least they picked a spot in the sun.
Which in further thinking, that is probably why they are not sitting there, but probably standing in the shade.

Definitely fair game! LOL! I don't think I would actually move someone's stuff, but I sure would be tempted. It's ridiculous that people think an unattended blanket saves their spot. It is bad enough when they leave one person to wait for the parade, but to just leave the blanket. Sheesh! Perhaps I'll find someones blanket to sit on...
 
I was there twice for MSEP so far this month and they didn't take the ropes on Main St down between Soundsational and MSEP. If a blanket went down before Soundsational they'd be free to hold the spot through the 2nd parade.
