When do Character Topiaries for Flower and Garden Appear?

We are planning a trip around President's Day weekend. I remember being there before the Festival started and the characters were up but I don't remember what part of February that was.
The Festival of the Arts ends President's Day, so maybe they will wait til it ends?
I don't care about the booths or concerts; I enjoy the topiaries. I am considering moving trip up a week to avoid crowds but this is a factor too.

I know the Figment topiary that was new for flower and garden was up all through festival of the arts...as for the others I didn't see them till the f&g began

Flower and Garden topiaries slowly go up in February, with the large central ones (main entrance, entrance to future world) not going up until right before Flower and Garden festival starts. Whenever we go during February vacation (president's day week), there are some topiaries up in all the countries already (Winnie the Pooh/Tigger in the UK, etc), with more things appearing during the week. None of the booths or playgrounds, etc will be open yet.
