When did Diseny announce the free dining offer last year?

If the free dining was to be offered again this year (I know, not likely) when would that come out? Does anyone remember when it came out last year?

I booked my trip last year on 05/11 right when the Disney CC sent me the offer. At first it was just for cc holders and then they opened it up to everyone. It was for the travel dates of 8/28 - 10/4 last year.
