When can I make my ADRs?

Please correct me if I am wrong:
Before the new reservation system was in place, I was under the assumption that if you were staying onsite you could make your ADRs 180+10 days out. With the new system, can I make my ADRs at 90+10 days or just 90 days? We are arriving on May 2 (a day earlier than normally planned :cool1:) and today would be my 90+10 days. I called this morning and the CM I spoke with told me I had to wait until February 1. Is this correct?
 
It is 90 days from the 1st day of your vacation the +10 means that you will be able to make the rest of the days of your vacation ADRS meaning May 3 would be 91 days out, May 4 92 days out....etc. Hope this helps.

What if you are NOT staying on site? (Next time we visit relatives in Florida, we're planning a day at Epcot, and I would like to book one ADR.)
