When are the peak times at the pool on sea days?

I'm curious (and can't remember from my last Disney cruise!) what times the pools are most crowded. Are there ever times where you can't get a couple of chairs close enough to the Goofy pool to see your children? Are there ever times when there are NO chairs available? Are there chairs in the shade that are usually open?
 
When we went in June if we were very late, say 10 or after, we had to go up to next deck for chairs. This was fine as I didn't have a small child, but could see that you should get there early for one by Mickey Pool, especially for one in the shade.
 
Are there times when you can't find a chair to sit in?
 

On our Magic cruise, the prime chairs by the Mickey pool were always taken up by 9AM. we got there one morning and we were in the second row, in the shade (not a good thing with gale force winds) at 9AM and got the last ones. By 10AM people were just hovering around, or sitting on the pool deck waiting for chairs to open up. It truly can get VERY crowded, so if you really want a space in the sum, or a lounge chair at all, get there early.
