When are new units declared?

I was wondering how and when new/additional units are declared? I know that as more units are sold, more are declared. Is this something Disney does on a monthly, quarterly, daily basis? Not sure if anyone even knows, or if it is dictated by law?

They declare new Units as they need more inventory for sales. When Jambo was being sold, new Units were declared every month at times and every two months at other times. The rate of declarations at Kidani has been slower, probably because DVC is selling so many resorts at once (AKV, BLT, GCV and SSR). Until a Unit is declared, it belongs to Disney and they can rent out an equivalent amount of room inventory for cash so there is an incentive for them to hang on to Units until they need to declare them for sales purposes.

I don't know how they decide which Units to declare at a resort where the entire building will open at once but for Jambo House (which opened in several phases) the Units were declared in order by occupancy date. Within each phase Units were declared in clusters, perhaps based on the construction schedule within that phase.
