What's the best way to get from Epcot to DD?

On our upcoming trip we have a 3:00 PS at the Garden Grill Ice Cream Social and afterward we'd like to go to Downtown Disney for some shopping and entetainment. What's the best way to get there? We won't have a car.

I found the April/May WDW Transportation Guide from our recent Trip, the following Information is given:
EPCOT TO DOWNTOWN DISNEY
(H)Board the Monorail, Disembark at Transportation & Ticket Center
+(L)At T&TC, transfer to bus marked DOWNTOWN DISNEY.
