Allrecipes.com does this. Click on "Ingredients" at the top of the page and type in the ingredients you have. It will list recipes with those ingredients.

 

[MazdaUK]

BBCgoodfood.co.uk will do that too (only 3 ingredients) and the Betty Crocker does
