What time to make Palo ressies?

What time do they start taking ressies for Palo and the spa? Navigators say 3:00 but that seems a little late to me. I thought I saw it was around 1:00-1:30.

We always send someone there as soon as we get on board. Then they meet us up for lunch. Never seems to take more than a fe minutes.

We got Palo reservations immediately upon boarding at noon (might have been 12:30 by the time I got there--perhaps they opened then, but in any case it was almost immediately upon embarking).
