What time of day is free dining released?

Just trying to tentatively plan for when the free dining is released in April (based on historical dates). What time of day? is it midnight? Should I stay up late the night before and just do it then? Or is it not until morning? I feel like last year it wasn't until 7 AM or so, but I can't remember. Thanks!

Recently, it has generally covered the end of August, much of September, little to none of October, about a third of November and December.

Disney does not generally make an official announcement in advance. That being said, it always leaks out and is known all across the Internet before it drops. Check out the official 2017 free dining thread in this same forum to see all the people who are watching for it every day and discussing it endlessly.
