What time est do I need to be on the Disney web site to make dining reservations I figured I would grab tusker for breakfast and add the package later

Ps how hard is it to get rain forest if the package is not offered on my ak day

What package are you going to add later? If it is for Rivers of Light, you can't add that later, it has to be booked as a Rivers of Light Dining package; you would have to cancel the original ADR and rebook it as a package.

Do you want to eat at rainforest if you can't get the package? If so then do that.

You have been struggling with this for a bit.
If you want the Tusker HOUSE ROL package it will be available at your 180 day mark. No need to book it later. It is a special ADR booking not the regular Tusker House link. Look for it ahead so you don't have to worry.
On the other had you still are wanting to go to Rainforest Cafe. You need to make up your mind so you can relax.
If you decide on Rainforest you could get a FP+ for ROL.

Yes, if the ROL package isn't available at 180 days, book Rainforest or get the Landry's Select Card to simply show up whenever you want and get priority seating without an ADR.. The card gives you a lot of flexibility.

If you would rather make a reservation, I recommend calling the restaurant directly and not making the ADR through Disney. The restaurant will have more times available and won't ask for a credit card. Rainforest info can be found here : http://www.rainforestcafe.com/locations.asp?st=fl

Best tip ever I got my adr and I did not have to wake up at 555
