What time does Toontown Fair open?

It seems I remember that Mickey's Toontown Fair opens later than the rest of MK - maybe at 10am? Is this still true?

I'm trying to figure out my touring plan and we want to ride the Barnstormer and see Mickey in the Judge's Tent.

Also, is Donald's Boat currently a "wet" play area? I heard they some time turn off the water in drought seasons. Would the water be running in early October?

Yup, it opens at 10 alright. So does Jungle Cruise and Tom Sawyer's Island. We were disappointed about that, but, hey, there's no shortage of things to do at the Magic Kingdom!
