What time are rooms ready (not luggage delivery)

I know luggage can take a while, but when can you get into your room? We have an 11:30 boarding.

What you, most likely, have is a Port Arrival Time. You won't know your boarding number until you check in at the port. Your boarding number is tied to your PAT. With an 11:30 PAT, I'd guess your boarding number would be around #8-12 range.

Boarding begins around 11:15 with Concierge guests, followed by Platinum Castaway Club members, then boarding numbers are called.

Rooms are generally available around 1:30.
 
We just sailed in the Magic and it was ready at 1:30 pm. The corridor entrances from the elevators to the rooms were blocked and they were opened a few minutes past 1:30
 

If they know in advance there is going to be a delay, they usually tell you in the terminal. A couple of years ago there was some kind of delay with the Fantasy and we were told it would be about 2 when the cabins were ready. They had put supplemental signs up at the doors to the halls indicating that as well.
 
And of course, there will be a fair number of people waiting quite a while to "rope drop" the rooms, when they do make the announcement, so figure that into your plans as well. Likewise, when they make the announcement over the intercom, there will be a flood of people from Cabanas and other places trying to get to the elevators/stairs/rooms.

Personally, I don't even try to get to rooms right away. Avoid the crowds that way. It is a good time to be on deck or eating lunch or something.

Exactly, once the "rooms are available" word gets around, Cabanas is much less busy.

Wear swimwear under your clothes to get on board, have some lunch, and while people freak out getting to their rooms, enjoy the pool and laugh at all those who packed their suits in their luggage!

Just PLEASE change into something dry before Muster Drill - ESPECIALLY if you are inside. There is little worse than going to the show only to discover that someone decided to go to Muster straight from the pool when you sit on a wet seat.

Too true.

It is not extraordinarily difficult to bring some underwear in a Ziploc so you can pop to your cabin after the mad rush, change back into your embark clothes (with underpants instead of a suit) and come back up, without having to dig through luggage (if delivered).
