What time are new discounts usually available

Has there been any general rule as to what time of day new discounts (like the hopefully the rumored fall FD/room discounts) are actually avail. 12am/6am or ??? Just wondering if there is any pattern to when to expect them to come up.

Agents on another site are talking about being up at 4am to check for the FD offer.

As I said on another thread, I have seen, and booked them as early as 1 minute after midnight. Other times I have had to wait until later in the morning.
