what number and when to call to apply summer discount?

I understand that the Visa discount is out and the summer discount is set to come out for the general public. I helped my sister plan her trip and she booked online at POR for late June. She/I need to call when the public discount comes out to apply it to her reservation. I see that the phone lines open at 7am Eastern. Do I call the Reservation number..(407) 939-1936. Can I call for her? (I have her CC info) or does she have to. I doubt her ability to be able to call first thing at 7am.

Yes, call that number with the confirmation number handy. If you have her CC info and her address and phone number, don't even tell them you are not her; it might complicate matters. Just say you are calling to check for availability of summer discounts on current reservation. Be prepared, though, if they tell you that there are no discounted rooms available for the dates, resort, and room type reserved. If that happens, they will offer you other options, or a change of dates.

Yes, just because you have a room booked already does not mean they will automatically apply the discount.

Right now for my dates there are no rooms for 5 at either POR or CBR available. The only rooms the discount is good for (during my trip) are the pirate and royal rooms which only sleep 4.

I would ask your sister what she's comfortable with if there is limited availability- moving up a room category, switching resorts, etc.
