what is the ToT party?

I keep hearing about it but dont know what it is.

ToT is the Trick or Treat Party at DCA park. It is during the month of October and on several different nights. It requires a special ToT ticket in addition to the normal entry ticket. People dress up in costume and go around to trick or treat stations and meet many characters some that are not as common either (so I have heard). The hours are around 6 until 10 or 11 I think but I am not totally sure on that and only those people with the extra ticket are allowed in the park for the night. I think there is also live bands of some sort around the park too. That is about all I know but after this October I will know much more.
