What is the construction on Castaway Cay?

Just got back from the 10/15-22 cruise on the Fantasy. There was construction activity on the island across from the CREW boat docks. I also noticed a large amount of steel beams and roof materials on the runway out to serenity bay. There was also a truck load of large wooden beams by the Main Dock Area.

The construction area has looked like that since 2010. The other stuff is probably hurricane repair materials.
