What is "declared" inventory?

I think I know what "declared" inventory is but my question is that if BLT or AKV is a DVC resort why isn't 100% of the inventory "declared"? Do they hold a portion back for cash sales?

During active sales, DVD "declares" inventory for sales on an as-needed basis. Inventory not yet declared into "member" inventory may be used by the developer (DVD) for cash reservations and usually cannot be used for point reservations. This is the reason that there is still limited points availability at BLT since a lot of the resort is not open for members - but is available for cash reservations. With all of the other onsite resorts DVD still maintains about 2-4% of the rooms to allow for maintenance/rehabilitation shortages but the remaining villas are all accessible for point reservations - both for DVC stays and for the non-DVC options where points are used by members (DCL, other WDW/DL resorts, etc.)

The undeclared inventory can also be used at times by DVC Guides wanting to create "Disney Magic" for their new buyers.

DVD has always maintained declared inventory with some excess lead time for sales. They certainly don't want to have a situation where a sale would need to wait for the legal paperwork to be completed to declare additional inventory.

I think the following is correct.
60 days prior to any given date, DVC turns unbooked inventory over to Disney for cash reservations. Members who have points in holding can only book 60 days before their arrival date. How can they get a reservation when the inventory has been given to CRO?

What about other members who would like to book less than 60 days prior to their arrival?

I think this is true at SSR as well. We could not get a DVC reservation for a treehouse, but 13% of the treehouses were available for regular booking.

We also had to wait when we purchased at SSR for additional inventory to be declared, but I think the building wasn't finished yet.

I also believe DVC can turn over the unbooked inventory at 60 days, maybe it doesn't always turn over all of it? Although I find that hard to believe.

I believe DVC can still get those points back for points reservations if requested. Otherwise, members would never be able to get a reservation inside 60 days. One time I got a reservation for one night at BCV 7 nights out.

Yes, the breakage inventory is still available for point reservations from MS as well as cash reservations thru DRC.
