What is bounceback?

Can someone explain what bounceback is and how to apply it? Trying to plan our first family vacation to WDW in Sept, Oct or Nov but there are no discounts advertised yet. Thank you.
 
You have to be at WDW checked into a WDW resort to take advantage of bounceback. You make your new reservation before you are done with your old one.
