i think it's just 'voyeur'.

the term 'peeping tom' is supposedly from the legend of lady godiva. when she was made to ride nude through the streets all the towns people closed themselves within their homes to prevent her embarassment, except 'tom' who 'peeped'. 'tom' was supposedly retaliated against by some of the other male townspeople by being blinded via a burning stick into both eyes
