What exactly does 10+ dining mean w/DVC

I have been reading about the problems with 10+ dining and how it relates to DVC members, but I don't really understand what 10+90 days means.

It means 90 days out from the start of your reservation, you can book up to 10 extra days of dining for that reservation. If you have a split stay, your 90 days out starts all over again for that reservation.

The extra 10 days of booking your ADRs is a perq for making a lodging reservation at a WDW resort. If you are not staying on the property, you can only book 90 days out.

I think it means that if you have a confirmed DVC reservation, when you call at the 90 day mark to make dining reservations, you are allowed to make reservations for the first 10 days of your DVC stay (rather than calling day by day).

We are staying 2 nights at OKW and 6 nights at BWV. So if we are staying 2 nights at OKW we will need make reservation for those two days at 90 days prior to our checkin date, but will need to call again 2 days later to book the BWV stay? I think I read that some are calling at 6:00 a.m. and some at 7:00 a.m. Why the different times? I need to make reservations for my granddaughters birthday at the castle so I need to know the best strategy.

You can call at 7:00am EDT or try to book online at 6:00am. WDW-DINE does not open unitl 7:00am for phone reservations but the online booking is available earlier using the 90 +10 system. Apparently, the system still does not recognize DVC reservations so you'd need to call MS at 9:00am to make reservations beyond the 90 day mark.
