What do you *mean* you're not *allowed* to put up shutters???

How can a HOA in a city that is in hurricane country allow a rule that you *can't* install hurricane shutters?? You're "supposed to do plywood like everyone else"

What about those people who physically *can't* put the plywood up in their windows???

Surely this can't be right??
