What do you consider 1st week of Dec?

I've noticed that people who have referred to the first week of December vary on what they consider the first week of Dec.

When we talk about the 1st week, are we talking the week of Nov. 27-Dec. 3rd or are we talking about Dec. 4th-Dec. 10th?

I know this sounds like a completely dumb question, but I've heard people say they're going the first week of Dec. (Nov. 28-Dec 2 for example) and I've heard people say they're going first week of Dec. (Dec. 5-10th.)

One last question, what day of the week do most people usually arrive?

I consider the week of Dec. 4th -10th the first week.

We usually arrive on a Saturday.
