what CS are good for food and atmosphere?

What counter service restaurants are not only good for their food but have a little extra something in atmosphere? Any decorated better than others? Near a better outdoor spot (overlooking water, icons), etc?

Flame Tree BBQ. We always eat at a pavillion next to the water. Every time we've seen Mickey float by on a boat and wave.

We, too, love eating behind Flame Tree. The courtyard beside Tusker House also is quite pleasant. Inside, the murals and small details at Pizzafari are themed amazingly well.

The Cantina is right on the water in Epcot. When it is nice out and not to hot I like to grab a margarita, break out some reading material and take a break. If you can get a table right outside the pastry shop in France you can pretend you are in Paris (kind of )
