Hi, we stayed in a first floor 2bdrm villa (I think Rm#s 1109/1111) across from the bus stop, and we had a great view of the higher Illuminations fireworks from our room. We could even hear some of the music. So, I'd say that the top floor request is not important since lower floors can still see the fireworks if you're in the section facing the bus stop about halfway down the hall (seems to be room#s x097 - x123, about 1/2 of the std view section). Even if you had a room on a higher floor, you still cannot really see more than the higher fireworks or lasers. Besides, on the ground floor, we were able to enjoy our daytime view of the nice lawn with ducks near our patio every morning and even a turtle one afternoon.
We worded our room request last time to be "close to Community Hall and facing the bus stop". We figured you can't go wrong to be at the end of the hall near Community Hall since you will either look towards Illuminations if facing the bus stop, or you will have a view of MGM's ToT and possibly Fantasmic if you are facing the tennis courts.
It definitely would not work to request "Eiffel Tower" view. Even "fireworks view" or "Epcot view" aren't good because sometimes MS will argue with you that you can't see fireworks or Epcot from std view rooms.
