But it would be very hard to prove. This is really a pretty common practice. "Give" you 2 or 3 weeks vacation on paper, but not give you the opportunity to take it. I only get 2 weeks of vacation a year and I'll be "rolling over" a week because I can't get the second week approved.
not to mention, most states (i think - i know mine is) are at-will employment states, which basically means that an employer can fire you for pretty much whatever they want. it's really hard to win wrongful termination suits in these states unless you have a lot of documented evidence.
quite honestly, i'm not even sure that an employer not approving vacation time is against the law.
