That is the list I would use and add PP, while I don't understand it, Navi also seems difficult to get, but not as hard as the others.
We have not had much trouble getting about any other ride as a FP.
Thanks so much! We are doing EMM at DHS so no need for any TSL FPs. Peter Pan will be closed for refurb during our visit. This really takes the stress out of FP day for me, thanks! I really just need to grab a FoP and 7DMT, and the others I’ll just try to schedule for early time slots so that I can try to grab more once they’ve been used!
I'd also suggest, if you are going on rides at Epcot, to have your "strategy" in place, if you want to do the Tier 1 attractions. TT and Soarin are decently easy 4ths, but FEA might not be.
Our Epcot strategy is to (hopefully) snag a PPO Garden Grill reservation. Rope Drop Soarin’, FP FEA and two Tier 2’s, and then hope for a 4th FP for Test Track. TY!

this is my favorite thing to do however I have also read that frozen doesn't build up wait so quickly so you could probably reverse it - RD Soarin' then go to FEA right after then FP TT.
Last time I did a PPO at garden grill I was done with the ride before RD people arrived and we rode it a second time - they do let you in a bit before 9. If you did soarin' in conjunction with PPO GG I bet you could get on Frozen with little wait right after. Just a thought.
Then if you want to pick up another tier 1, it is very likely you'll be able to nab soarin' again. We love to do it more than once.
Really it all depends on how crowded the parks are going to be.
I found the 4th FPs very disappointing on my recent trip (Nov. 11-16). We got maybe one each day and even then it wasn't worth it. Rider Swap gave us better later day fast passes. (Where, for example, I could just hop on Star Tours at the end of the day with my son (having missed the first ride through)).
Despite being done with my initial 3 Fast Passes by lunch (1:00pm ish) .. I could only find Fast Passes at the parks after that for rides that you didn't need it for anyway (as the lines were short anyway).
MK - Small World, Aladdin's, Dumbo, Little Mermaid .. (though I think this was mainly due to it being a party day and the park "closing" at 6:00 pm)
Epcot - Nemo, Living with the Land, Journey into Imagination - again a park with only 3 attractions even worth getting a FP for.
AK - Nothing besides the shows like "Tough to be a bug" was available.
DHS - Nothing was really available after lunch (there just isn't enough ride attractions there)
Still . .any line skipped is a line skipped.
Just see what's available, what's the closest in time and near you . .grab it and go.
