I had an app on my phone, but it stopped working and I deleted it. I have a Samsung. What apps does everyone use and can you use it even when you're not at the parks?

I used Lines on the iPhone and found it very useful. Not sure if their is an android version but you could check the app store :)

I use the my Disney experience app. You can check out wait times when not in the park. Just takes a long time to load. I know easywdw also has a wait time. It isn't an app but a webpage. Loads pretty quickly b/c there isn't anything pretty about it.

I have an android phone and I always used the Disney World Wait Time app
from the play store. Look for the one from Phunware. You will never find a completely accurate list of wait time but this app also has some other handy functions.

Wait times in the My Disney Experience app are direct from Disney's system. They should match the posted wait times at the attraction entrance.

WDW wait times or MDE itself. When we were at the parks a few months ago, we looked at both, and although MDE is the official and supposed to be the absolute accurate one, we found that several times the WDW wait times app had more accurate times than MDE- whether that was because MDE wasn't updating quick enough or glitchy I don't know. They were always pretty close though.
