Crowd levels are not easy to predict with any consistent accuracy this far in advance for DLR. The local demographic makes the patterns uniquely dynamic. All it takes is a shift in the weather or a special promotion to swing the crowd patterns dramtically in one direction or the other. Disney knows how to up the local numbers when they feel the crowd levels aren't high enough. Also, with low/non-peak season's shorter hours and lower staffing, lower crowds can feel heavier and the parks can feel busier because there are fewer rides open, fewer ride vehicles running, and less entertainment to spread out the crowds. This past February was very unusual because the weather was abnormally wet and cold for Anaheim. The crowd patterns reflected this, and we had threads here discussing the change. With ROTR opening in January, we know that there will definitely be an effect on the crowd patterns in the months following -- exactly what that effect will be remains to be seen.
